Since some weeks ago the generation of artifacts didn't work for me.
I have had the time to check it (or the inspiration) and I have found that the
directory:
/var/lib/gitlab/shared/artifacts/tmp
should have gitlab:gitlab permisions to write, not root:root. It failed in some
update.
Please, could you check in the package that this directory set the correct
permissions?
