Dear Maintainer,

   * What led up to the situation?
Upgraded firefox:amd64 (61.0.1-1, 62.0-1)

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
Start Firefox.

   * What was the outcome of this action?
The "The bookmarks and history system will not be functional" message is
displayed and history is not available.

   * What outcome did you expect instead?
No errors?.


Attempted the suggested troubleshooting steps:
 - Restart machine.
 - Move places.sqlite away so that FF creates a new one.
 - Create a new profile.

The error remained after each of those steps.


The solution:

Even though firefox does not appear to link to sqlite (ldd showed no link to
it), the solution was to upgrade sqlite:

Upgrade: libsqlite3-0:amd64 (3.16.2-5+deb9u1, 3.24.0-1), sqlite3:amd64
(3.16.2-5+deb9u1, 3.24.0-1)

Firefox now uses its own copy of libsqlite so this shouldn't be an issue 
anymore.
