has caused the Debian Bug report #956481,
regarding samba: smbd not built with avahi support. This is possible with the
version included with Debian 10. As per the samba mailing list, fully Time
Machine support needs to have the arg --enable-spotlight in the samba compile
configs.
to be marked as done.

This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
Bug report if necessary, and/or fix the problem forthwith.
