Roger Leigh and Manoj Srivastava both worked with me to ensure this wasn't
merely a bug in my (highly amateur) use of tbl(1).

Attached are two manpages that differ only in a very small way.  When I
view the "WARNING" one, I get a warning:

$ man -l ./ascii.7.WARNING >/dev/null
Reformatting ascii.7.WARNING, please wait...
grotty:./ascii.7.WARNING:3573: character above first line discarded

When I view the "NO_WARNING" one, I don't.

Also attached are the intermediate groff outputs for each file:

$ tbl ascii.7.WARNING | groff -Z -man -Tutf8 > ascii.7.WARNING.post
$ tbl ascii.7.NO_WARNING | groff -Z -man -Tutf8 > ascii.7.NO_WARNING.post

Roger Leigh seems to have a better understanding of what's going on under
the hood so I'll just quote him:

  I've processed the two files with -Z, and compared the two.  With the
  warning, the last line of the table crosses a page break.  I can't see any
  obvious error; the error is when a vertical line is drawn from the bottom
  of the table to the top edge of the page, but doesn't actually cross the
  boundary.  This is most likely a grotty bug, and Colin Watson is the best
  person to deal with that :)

  Check for "p4" in the output, and "Dl" before HISTORY.

notation is used by many programming languages, including C.
The character descriptions are from the Unicode Basic Latin code chart,

called backarrow, the caret is displayed as an up-arrow and the vertical
bar has a hole in the middle.

called backarrow, the caret is displayed as an up-arrow and the vertical
bar has a hole in the middle.
