I use the latest fglrx (10.9) driver, when opening my Windows XP VM in
virt-manager
it's barely visbile, the screen looks blurred. When using another vnc viewer
the image is fine.
This problem doesn't occur when using a radeon driver. This problem first
started when I changed the resolution in the VM.

sorry for the late answer to this bug report.

Fast forward some years later, and the proprietary fglrx AI driver is
gone. Because of this, I'm closing this bug, as there is nothing more
that can be done about this.
