The upstream sources are not in "www.gnu.org/prep/standards", which only
serves generated files. The sources are stored in CVS only, there are
no release tarballs and apparently upstream is not interested in making
releases. So, the only doable thing would be to improve uscan or other
tooling to support cloning CVS, so that this package can use that
feature, but that looks far-stretched to me. For more information, see:
