Hi,

Apologies for the spam if you are already aware of this, but I was
surprised myself and took me a bit to figure this out:

Debian switched to cgroups v2 by default, starting with systemd 247.2-2
(cf. #943981). This is now the case in bullseye as well.

runc, version 1.0.0~rc92+dfsg1-5, as present in unstable, does not seem
to work with cgroups v2. So that makes runc broken out of the box in
a default Debian install.

The version in experimental (1.0.0~rc92.249.g636f23dd+dfsg1-3), however,
seems to restore functionality. Not sure what your plans are, but it'd
be great if that found its way to the bullseye release.

OK, I'm an idiot. My apt configuration had buster as well, and for
reasons that have nothing to do with runc, preferred it over the
bullseye version. My apologies for wasting your time.
