The PCI and USB ID databases have been split into their own source and
binary packages so that they can be updated more regularly, and can be
depended on w/o having to pull in the tools. The Recommends could be
switched to a Depends (or be kept as Recommends if that's deemed too
strong) from to a pciutils to pci.ids and from usbutils to usb.ids.
