Package: network-manager-gnome
Version: 1.18.0-1
In case all interfaces are managed by NetworkManager and
no interface has a connection, the icon nm-device-wired
is displayed.
In this case the icon nm-no-connection should be displayed.
The wrong display is caused by the current Debian patch
force-online-state-with-unmanaged-devices. If you replace
nm-device-wired by nm-no-connection there, the applet behaves
as expected.
Debian GNU/Linux 10.0
Kernel 4.19.0-12-amd64

This means you have a connection that is managed by ifupdown and active
(see /etc/network/interfaces).
My recommendation would be, to remove any entries from /e/n/i and
managed everything with NetworkManager.
