The Python Policy (/usr/share/doc/python3/python-policy.txt.gz) says
(section 3.3): "The binary package for module foo should preferably be
named python3- foo, if the module name allows. ..."
This makes it easier to find the Debian package: I was looking for the
module "shapefile" and ended up having to use apt-file search (which
is not obvious) to find it. It would be good to rename this binary
package as python3-shapefile (and keep python3-pyshp as a transition
package) in bullseye+1.

Since it's "should" renaming is not strictly required, and will be
require busywork for rdep maintainers with no real benefit.
The upstream project is called pyshp, this name is well known in the
community, and hence preferred for the binary package.
Have python3-pyshp provide python3-shapefile is an option, but again is
work for no real benefit.
I'm sorry to hear that using apt-file is not obvious to you, hopefully
you've learned from your mistake.
