This is the expected behavior, if you decline to install a package.

The only way for apt-listbugs to abort the installation is to exit with
a non-zero status. At that point, apt (or aptitude or any other
compatible package manager you are using) will bail out.
That's the meaning of the message "Exiting with an error in order to
stop the installation".

I hope this clarifies the situation.
I am now closing the bug report.
