I stumbled over this when checking the package content (dpkg -L
ruby-licensee) and compared it to the list of files being pulled in
using "gem install -v 9.14.1 licensee".
Then DEB package only contains the cmdline executable, but lacks the
library files.
This should fix problems with GitLab 13.9.3 (as currently being
prepared via fasttrack-staging).
