The port for network time security key exchange should be added to 
/etc/services. This is port 4460 as specified in RFC8915 and is used by 
debian packages ntpsec and chrony.

Also the wording at the beginning of /etc/services, lines 4 and 5, 
implies that TCP is always used and UDP is optional. Replacing "even if 
the protocol doesn't support UDP operations" with "even if only one of 
the protocols is used" will better convey the message.
