(I'm reporting this from my bullseye/sid testbed, but I originally encountered
it
on 5.2+dfsg-9~bpo10+1 on buster, and subsequently reproduced it here.)
I have a Debian sid hppa VM, which functions normally, but is quite slow.
To speed things up, I tried shutting it down, mounting the FS, and chrooting in,
using qemu-hppa-static. And it even mostly worked...
...except that some networking is somewhat broken in the chroot.
'wget -O /dev/null http://www.debian.org' works great, 'ping www.debian.org'
works,
'{host,dig,nslookup} www.debian.org' will hang indefinitely until you kill -9
(not
just -TERM) the process.
Needless to say, all of this works normally on the same FS in qemu-system-hppa.
(I tried qemu-user-static 6.0, but that broke differently, so I'll be reporting
that next.)

This is fixed in upstream version 6.0. Using the -3 debian
revision since this is the first revision which appeared in
unstable.
It should be possible - hopefully - to find the actual
upstream commit which fixed this bug (5.2 is definitely
broken the way you describe).
