I confirmed that the symptom also appears with Firefox in Debian Bullseye.
This symptom does not happen with weston with Xwayland.

According to the upstream bug, this should be fixed in testing/unstable.
It seems upstream might plan to backport the fixes to 3.38.x, but only
after they have had more testing in newer branches.
