libexpat1-dev seems to ship CMake settings with incorrect path in
INTERFACE_INCLUDE_DIRECTORIES. Observed while building opencolorio (with
patch from #995907 applied already):

Imported target "expat::expat" includes non-existent path
"/usr/lib/include"
in its INTERFACE_INCLUDE_DIRECTORIES. Possible reasons include:
* The path was deleted, renamed, or moved to another location.
* An install or uninstall procedure did not complete successfully.
* The installation package was faulty and references files it does not
provide.

libexpat1-dev installs its headers to /usr/include, so expat.cmake needs
to drop one more level from its _IMPORT_PREFIX in order to arrive at
/usr instead of /usr/lib. I will try to produce a patch.
A more appropriate upstream solution would be to store the install
prefix (/usr in this case) to derive INTERFACE_INCLUDE_DIRECTORIES
instead of basing it on the relative location from CMake files.
