Dear maintainer,
ruby-pgplot is currently in contrib because it depends on the non-free
"pgplot5" package. There is however a DFSG-free replacement library
"giza" available that provides a compatibility layer for pgplot. The
compatibility is almost complete, so this may fulfill your needs. It
maybe enough to just replace the pgplot5 build dependency with "giza-dev".
Switching to giza would allow to bring ruby-pgplot into Debians "main"
archive, with the benefit of automated builds etc. Also, pgplot5 is dead
upstream and maintained with NMUs since almost ten years now.
I am the maintainer of giza, and I am happy to help out if there are
problems.
