I decided to upgrade my cinnamon packages to version 3.8.8 from sid.
Apparently the localisation isn't working properly. I'm running a system with
german localisation. Cinnamon was on german before upgrading. My LANG and
GDM_LANG variables are both set to german:

The break on cinnamon in cinnamon-l10n was added 4.8.2-3, bump any major
version on cinnamon-l10n recommends in cinnamon and cinnamon breaks in
cinnamon-l10n should avoid partial upgrade or partial migration to testing.
There should be only a small possibility of issue on Sid in the day all
major version packages uploads (in the moment not all are present) but
on that we can not do anything (only the user should wait some hours or
one day to upgrade/install in the day of major version upload), at most
upload any cinnamon related packages in the same day in the shortest
possible time and after having already tested them in experimental to
avoid unexpected build failures.
