Package: lintian-brush
Version: 0.136
Severity: normal

To reproduce: clone source package gdk-pixbuf, reset to
debian/2.42.9+dfsg-1 and run lintian-brush.

Expected result: libgdk-pixbuf2.0-0-udeb remains in
Section: debian-installer and is not moved to Section: oldlibs.

Actual result: lintian-brush suggests moving it to oldlibs,
which causes a Lintian warning:

> W: libgdk-pixbuf2.0-0-udeb udeb: wrong-section-for-udeb oldlibs
> N:
> N: udeb packages should have "Section: debian-installer".
> ...

I think Lintian is correct here: I would interpret "udebs should be in
Section: debian-installer" as a higher-precedence rule than "transitional
packages should be in Section: oldlibs".
