If nginx-dev could provide dh-sequence-nginx, it would simplify the modules
debian/rules.
Especially if adding --with=nginx means also adding --buildsystem=nginx_mod,
instead of `dh $@ --with=nginx --buildsystem=nginx_mod`
modules would simply need to `dh $@`.
