We are aware of a known problem with nbd-client 3.18, which is supposedly fixed 
in 3.19. We are only able to use a NBD connected block device after upgrading 
the client to nbd-client 3.20 from the sid repository.

Packaging error in the 3.19 package or a missing version bump?

apt-get install nbd-client;
apt info nbd-client
  Package: nbd-client
  Version: 1:3.19-1

However:
nbd-client -v
  This is nbd-client, from nbd 3.18


Installing nbd-client 3.20 from sid results in it working, whilst it also 
reports 3.18
