As discussed in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=275623,
bash-completion does not control the behavior of which files get
sourced in root shells (login or non-login), instead base-files do. The
other thread also mentions that the requested behavior is a wishlist,
which is not likely to be fulfilled. This package (bash-completion)
cannot provide the changes requested in this bug report, thus closing.
