It's the other way around and it's not missing. It was removed on purpose as
documented in the package's changelog.

Only if the librsvg2-dev package in the build environment is out of date.
librsvg2-dev_2.14.4-2 no longer contains /usr/lib/librsvg-2.la and sid's
beagle package builds fine with it.
