Version: 2.1.18-6
Hi,
dirmngr doesn't reload /etc/resolv.conf but is a long-living process.
For laptop users resolv.conf might change more than once a day, and
having to remember or even knowing you have to kill/SIGHUP dirmngr is
not helping the gpg usecase...
When using `dirmngr --server --standard-resolver` it stat()s resolv.conf
every time and picks up new nameservers.
(Tested with `WKD_GET --submission-address ...` commands, the error
shown by dirmngr is `ERR 219 Server indicated a failure <Unspecified
source>`.)

Looks like 2.1.21-3 was never uploaded, however 2.1.21-4 included the
respective changes.
