There are 20 devices created by MAKEDEV for hda. This may be the limit
for i386 computers, I don't know. But I don't believe this limit
applies for powerpc computers. I have heard of people with 60
partitions on one powerpc ide disk.
In any case, with disks pushing upwards of 40G, it's quite reasonable
to have many more partitions, at least for powerpc.
