"rescue" runs after the "network" module, which does the following:

# reset /etc/resolv.conf
> "${DEBIRF_ROOT}/etc/resolv.conf"

This isn't a problem when running in "non root" mode because the
networking stack uses the regular resolv.conf from the system, but in
real chrooted mode, the empty file is read for resolvers and we end up
with errors like:

Failed to fetch 
http://mirrors.kernel.org/debian/pool/main/w/wipe/wipe_0.21-9_amd64.deb  Could 
not resolve 'mirrors.kernel.org'

I would recommend that the snippet be moved to a "z_" module, say like 
z0_clear_resolvconf.
