We want to change dh_installsystemd such that it installs units below
/usr to finalize the /usr-merge transition via DEP17. While
memlockd.service is installed using dh_installsystemd and thus moved by
this change, it also install the directory /lib/systemd/system, which
will then become empty. Please stop shipping this directory.
