HEASARC now maintains CFITSIO in Github:

In the adass2023 Slack, they encouraged to submit patches to the
repository, finally moving to an open development philosophy.
As there are few patches in the Debian package which may be useful
upstream: could they be reviewed and forwarded if applicable?

> upstream, some of them have been applied, some of them not. I'll also
> reported them to github.
All the patches except 02-system-cfortran.patch which is specific to
debian, have been merged upstream. I am therefore closing that bug.
