As you probably have noticed due to the time_t64 transition, we have
been busy getting the distribution ready for the year 2038 32bit time_t
wraparound issue.

Due to this problem, utmp is no longer safe to use and it is on the way

their developers have been doing all the heavy lifting:

The tmux package has one autopkgtest that relies on utmp. This stops us
from being able to turn off utmp support in logind, and switch on its
