Upstream is phasing out this package [1] in favor of similar alternatives, and I no longer have the bandwidth and energy to maintain the packaging effort. One of the new packages that will replace the current one ("qiskit-ibm-provider") shares many similarities with the current package - ideally, the new maintainer would be able to reuse most of the current effort.
