The manual page reads:

           Change the submitter address of a bug or a number of bugs, with `!'

In some places like above, there is uneven quotes that start with a
backtick. Please prefer normal single-single or double-double quote
pairs.

    Summary: Please do not use the ASCII grave accent (0x60) as a left
