phpPgAdmin seems to be unsupported upstream.

There are multiple PRs open for supporting PHP 8 and PostgreSQL 15.
There seems to be an actively maintained fork here:
https://github.com/ReimuHakurei/phpPgAdmin
Have you given that a look at all? If that fork is reasonable, it'd be
great if the Debian phppgadmin package could start following it.
