The dev package is missing the c headers and the c++ headers.

I suggest to configure using "--enable-icb" to install c++ headers, it should 
list these: 

$ ls /usr/include/arpack/
arpackdef.h  arpack.h  arpack.hpp  debug_c.h  debug_c.hpp  debug.h  parpack.h  
parpack.hpp  stat_c.h  stat_c.hpp  stat.h

The requested header files are now provided by libarpack2-dev,
along with other icb and F90 headers.

I think we can close this bug now.

The fix may have been done in 3.7.0-3 "Enable C/C++ bindings"
