This package Depends or Build-Depends on python3-pyinotify, which seems to
be unmaintained upstream (#1004387) and depends on modules that have been
removed from the Python standard library (#1040102, #1075939, etc.).

Please consider either migrating to a maintained API for inotify
(such as python3-inotify), or helping with continued maintenance of
python3-pyinotify (possibly by switching its upstream to a maintained
fork).

It appears pyinotify isn't a dependency of oslo.log anymore.

Therefore, closing this bug.

Cheers,
