twice. The second time is unnecessary.
Mind, that I am not talking about the passphrase for the *new* key, where
asking for verification makes perfect sense.

what else do you mean? with luksAddKey you add a new key, nothing else.
so it makes perfectly sence that the passphrase is asked twice.
