bacula.tex (or in fact bacula.sty which it uses) needs html.sty.  The
\usepackage- or \RequirePackage-line is missing (included in the patch
for the other FTBFS bug I filed), but it uses commands from html.sty,
and I have no idea where else they could be defined.

This would put bacula-doc into contrib.  However, there are
alternatives:

- stop creating the html documentation, fix the document to use only
  hyperref commands to typset its URLs

- fix the document to use only hyperref commands to typeset its URLs,
  and try to use hevea or tex4ht to create html (I have no experience
  with hevea, but some good with tex4ht).

As described in the other bug report, this is because the upstream
makefile chooses to ignore the errors.  But I was in fact wrong about
the dependency on html.sty - the same commands are also provided by
hyperref.sty; they are just undocumented there.  But this doesn't mean
that they are not meant to be used, it just means that hyperref's
documentation is bad.

So I'm closing this bug,
