When you type "tuxpaint --fullscreen", tuxpaint does not start and this
error message is shown:

Command line option '--fullscreen' needs a value

In addition to confusing users who launch tuxpaint from the
command-line, this change in behaviour prevents programs that used to
start tuxpaint without an argument to the --fullscreen option from
starting it (e.g. gcompris; see #769339).

Fix the man page and help to reflect what the values of the required
argument are and what they do.

It also may be worth pursuing with upstream if --fullscreen without
an argument should be allowed (if some reasonable default behaviour:
'yes' vs. 'native' can be agreed upon).
