gpgsm does not depend on gnupg2,
but common functionality like gpgconf or /usr/sbin/addgnupghome
or the documentation gnupg2.info which includes the documentation
to gpgsm is packaged in the gnupg2.deb. 

One solution would be to make gpgsm depend on gnupg2, but there
might be use cases where only the CMS protocol of the GnuPG2 package is
wanted and there is no gnupg2 package needed.

So a slightly better solution seems to be to start a gnupg2-common
package which contains gpgconf, addgnupghome and the documentation.
Until this can be done I suggest to add the dependcy to gpgsm.

Problem also in gnupg2-2.0.13-0kk5 from
http://files.kolab.org/apt/releases/dists/lenny/unstable/source/

gpgsm in Debian/stable depends on gpgconf and recommends gnupg, which
imho is sufficient.
