This seems to have been caused by a partial upgrade from buster to
bullseye, combined with insufficient ABI tracking in libsdl2:
libsdl2-mixer-2.0-0 version 2.0.4+dfsg1-2+b1 required SDL 2.0.12 but did
not necessarily declare a dependency on it. The root cause was fixed by
adding per-symbol ABI tracking in libsdl2 version 2.0.14+dfsg2-2.
libsdl2-mixer-2.0-0 version 2.0.4+dfsg1-3 (in Debian 11) correctly
depended on libsdl2-2.0-0 (>= 2.0.12) which has SDL_RWtell().
