After wishlist bugs get filed on python-pyogg and python-pyvorbis to

This was fixed during the Python transition work.
python-pyogg/python-pyvorbis are both providing 2.4 support.
Balazar is now having proper music support.
As the game was working well without it, i won't enforce any minimal
version on python-pyvorbis.
