snac2 mixes together config and data files in /var/lib/snac2. We can
add a symlink so that the config part shows up under /etc/snac2.
For example:
/etc/snac2/server.json -> /var/lib/snac2/server.json
/etc/snac2/emojis.json -> /var/lib/snac2/emojis.json
