Requiring root privs to run debtags seems excessive. The only purpose
for this seems to be the ability to write to a shared cache of tags. It
would be nice if the tool would fall back to a local cache (~/.debtags)
if run as non-root.
This would reduce the need for running yet another program as root
(accesses the network as a client and performs file operations) which
seems like a security gain on a single-user machine.
Multiuser machines could still update the cache as root to avoid wasting
bandwidth and storage space on multiple copies of the tag database.
