I am using xdm locally, plus a remote host is logged in via it. I see:

This is a little inconsistent. I looked at the source for xdm login
detection a while ago, and iirc, it checks to see if the first character is
a ':'. A better check is a colon anywhere in the tty name. Of course this
still fails if the hostname is > UT_LINESIZE, but I think it'd be better.

I'm just going through old procps bugs. This bug would have been fixed in
procps upstream 4.0.4 at the latest when the user handling was changed from
utmp to systemd.
