Package: nailing-cargo
Version: 1.1.0
Severity: normal

Rustup 1.28.x automatically downloads a toolchain (eg requested with
+nightly-YYYY-MM-DD) if it isn't installed.

We should suppress this, at the very least when nailing-cargo is
trying to work offline. Without this, we can get unexpected (large)
downloads etc.

  https://github.com/rust-lang/rustup/issues/4289

I have already done this upstream in !11 and will upload shortly.
