Please unblock package jsoncons.

jsoncons is yet another header-only library for JSON processing in C++. It also
supports other formats, e.g. CBOR, CSV, msgpack, etc. It is both useful for any
direct users and dependent packages (e.g. reflect-cpp).
It is a new source package I uploaded on 13 Mar, and cleared NEW on 11 Apr.
I expected it could migrate due to the 2-day bonus. However the autopkgtest on
riscv64 is too slow (due to slow compilers I believe), so I had to skip it,
which made it miss the soft-freeze deadline.
[ Impact ]
I would not enable some format support in reflect-cpp as planned. Users would
not have this library to use during trixie.
[ Tests ]
There are dh_auto_test when building and autopkgtest on all release arches.
[ Risks ]
This is a new package with only possible rdep (reflect-cpp) that I maintain.
Risks are minimal.

Accepted because it missed the deadline due to NEW delay, slow riscv64
and it's useful as library for a package already in testing.
