Dear Maintainer,
>From a quick glance over debian/rules, it seems your package
build-depends on "devscripts" without needing it.
This dependency might come from an ancient template or was documented
there to make the deprecated get-orig-source rule work.
Some very few build will actually need devscripts if they use
"checkbashism" for example.
If so, please close this bug.

Thanks for taking the time to file these bugs!
However, in the case of debsigs the devscripts dependency is
annotated with <!nocheck> in debian/control :) It does not come
from the template, it was manually added by me to let me use
the dscverify tool in the Python test suite (it is invoked in
the ChangesFile.verify() method defined in python/tests/testsigs/defs.py)
