libsoup3 was released in late 2021. This is a major API bump from libsoup2.4.

The Debian GNOME maintainers would like to stop building libsoup2.4.
Therefore, please stop using libsoup2.4.

Upstream has already ported both affected plugins to libsoup3,
one of which is documented at the forwarded URL.
