I am hereby closing this bug report.

The octave-sockets package builds correctly against Octave 10 when using version 1.10.3 of dh-octave or later, which is currently available in unstable. The issue of dpkg-shlibdeps not finding the liboctmex shared library has been resolved at the level of the octave sequence implemented by dh-octave.
