When network manager is running, but not controlling the active
interface, iceweasel goes into offline mode.

The bug is reported upstream already:

I have set toolkit.networkmanager.disable (bool) to false, but that
doesn't appear to work here.

IMHO there are more than one valid reasons to not let network manager
control all interfaces. For example I want to use guessnet / ifplugd for
eth0, partly cause I have not set up a DHCP server on my ASUS WL-500g
Premium debian installation at home. Others use UMTS or PPP or some
connection that can not be handled by network manager or is not handled
in the way the user would like it to.

According to comment #41 from Dan Williams [1] and some other comments
one should not use Network Manager in that case. I and others disagree.

Thus this bug might even be two fold and be filed against network
manager as well. I think about filing a bug there two.

However I think it is important to have an option in Iceweasel to 
disable asking Network Manager for online status. Like the above
mentioned option that does not appear to work here. That is what this
bug report is for.

Having to many disable offline status is really annoying. Especially
when you had open tabs that you need to reload one by one then.

Version: 115.12.0esr-1+rm

src:iceweasel has been superseded by src:firefox-esr in version 45.0esr-1 in March 2016. Transitional packages to ease upgrades were provided in the wheezy, jessie, stretch and buster releases. The transitional packages have been removed finally before the bullseye release in August 2021. After regular security support for buster ended in August 2022 and LTS support ended in June 2024, I'm closing the remaining bug reports now.
