NB I'm running the Debian Mozilla team's release.
I was on such a bpo release before bpo60, but I noticed the
bpo60 upgrade a few days ago and that's when this problem
started.
As I remember previous versions, you'd enable spell checking
by selecting "Check my spelling as I type" on
Preferences->Advanced->General,
and that would enable "Check spelling" on any text
entry fields on webpages.
Since the latest upgrade, the "Check Spelling" option
(found by right clicking on a text entry field on a page)
is never checked. It can be switched on in the right-click
menu and will then work (and the language used last _is_
remembered) but it'll be necessary to enable it again in
every text field on the same page, in any new tabs,
and after firefox is shut down and started again.
Once enabled in a field, spell checking does work fine, and
it's clearly seeing all the same dictionaries it used to.
Yes the preferences option is checked! I tried clearing it
and setting again; makes no difference. I've tried moving
my ~/.mozilla/firefox aside but a clean slate makes no difference.
Running in safe mode makes no difference.
A workround is obviously to manually set "Check spelling" on
every text field you're writing in.

Version: 115.12.0esr-1+rm
src:iceweasel has been superseded by src:firefox-esr in version
45.0esr-1 in March 2016. Transitional packages to ease upgrades were
provided in the wheezy, jessie, stretch and buster releases. The
transitional packages have been removed finally before the bullseye
release in August 2021.
After regular security support for buster ended in August 2022 and LTS
support ended in June 2024, I'm closing the remaining bug reports now.
